Iowa sex offender registry getting an upgrade.
The U.S. Department of Justice awarded Iowa $109,876 from the federal Byrne Justice Assistance Grant.

Iowa Sex Offender Laws and Guidelines
Individuals Who Must Register as a Sex Offender in Iowa
Any individual who has been convicted or adjudicated of a criminal offense against a minor, sexual exploitation, or a sexually violent crime who is on probation, parole, or work release status, and incarcerated on or after July 1, 1995 is required to register as a sex offender. Registration includes individuals that have received a deferred sentence or deferred judgment and can include convictions from other jurisdictions such as other states and/or federal convictions.
Individuals who are required to register with the Iowa Sex Offender Registry, must do so for a period of 10 years. The 10 year time period will start over if probation / parole is revoked. If the individual has subsequent sex-related convictions or if the individual is convicted of an Aggravated Offense, they must register with the Iowa Sex Offender Registry for LIFE.
Iowa Sex Offender Classifications
Tier I Offender: is a registrant who has been convicted of one or more of the offenses enumerated in the 2009 Iowa Acts, Senate File 340, section 2, subsection 1, paragraph "a". Tier 1 sex offenses are those that do not meet the Tier II or Tier III requirements. Tier I registered sex offenders must verify their relevant information with the Iowa Sex Offender Registry every year.
Tier II Offender: is a registrant who has been convicted of one or more of the offenses enumerated in the 2009 Iowa Acts, Senate File 340, section 2, subsection 1, paragraph "b", and is not a Tier 1 Offender. Tier II sex offenses do not involve force, threat of violence, or incapacitation of a victim and are punishable by more than one year of incarceration. Tier II registered sex offenders must verify their relevant information with the Iowa Sex Offender Registry every six months.
Tier III Offender: is a registrant who has been convicted of one or more of the offenses enumerated in the 2009 Iowa Acts, Senate File 340, section 2, subsection 1, paragraph "c", and is not a Tier I Offender or a Tier II Offender. Tier III offenses involve force, threat of violence, or incapacitation of a victim and are punishable by more than one year of incarceration. Tier III registered sex offenders must verify their relevant information with the Iowa Sex Offender Registry every three months.
What is meant by "Residency Restriction"?
For registrants with victims who were minors where the offense is an "aggravated offense against a minor" (convicted in Iowa for Sex Abuse 1, 2, 3 except for Sex Abuse 3rd under 709.4 sub (2)(c)(4), OR convicted for a comparable offense in another jurisdiction, meaning any state, U.S. Territory, or federally recognized Indian Tribal Nation):
The sex offender shall not reside within two thousand feet of the real property comprising a school or a child care facility.
Registrants with adult victims are exempt from these restrictions. Also, Iowa Code Section 692A.114(3) provides for some additional exemptions to the residency restriction.
Iowa Registered Sex Offenders Failure to Comply:
An intentional failure to register as required by the Code of Iowa, Chapter 629A.7 is an Aggravated Misdemeanor for the first offense and subject to imprisonment not to exceed 2 years, and a second or subsequent offense is a Class "D" felony, subject to imprisonment not to exceed 5 years. A person who intentionally fails to register and commits a criminal offense against a minor, sexual exploitation or a sexually violent offense has committed a Class "C" felony and is subject to imprisonment not to exceed 10 years. Failure to register can also result in an automatic revocation of probation, parole, or work release.
