State Rep. Peter Palumbo listens to testimony from the former head of the Parole Board in support of his bill requiring a GPS device be attached to some high-risk sex offenders.

PROVIDENCE –– Rhode Island should require sex offenders to wear monitoring devices after prison while they appeal their re-offense risk level because some of the high-risk offenders’ appeals “are taking upwards of two years” to be decided, a former state Parole Board chairwoman told the House Judiciary Committee on Tuesday.

“And we can’t tell the neighborhood” there’s a high-risk offender “living near you until the appeal has been decided,” Lisa S. Holley testified in support of the legislation.

A person would wear a global positioning system device on an ankle while risk of re-offending is assessed or while appealing to try to reduce his or her classification, under the bill sponsored by Rep. Peter Palumbo, D-Cranston, which he said he’s been working with Governor Carcieri’s office.

The state ranks offenders in three tiers. A Level-3 classification means most likely to recommit such a crime and notifying neighborhoods about the person. Level 2 also requires public notification. Level 1 is deemed low risk to the public, covering those who commit lesser sexual offenses, such as someone who is 18 and has consensual sex with an underage girlfriend, and does not involve public notifications...... read more
